Medieval dynasty dynasty reputation

So I currently have 12676 Dynasty Reputation. I'm sitting at 61 Population with 51 of an 82 building limit. Development Stage is a Town. I increased my seasons to 6 days and fairly certain I increased my building limit when starting this new game. Additionally I tuned the taxes waaaay down because they were completely prohibitive. Here's the problem.
