While that might have been true a year ago, that's completely wrong now. Palms has drastically increased it's price since the renovations to it's suites, restaurants, pool, and club. I'd say on average it's around $50-$100+ more for Palms vs. Rio now. Basically any room that has a couch is considered a suite.
